Are the districts of Bishkek pulling apart?

Crowds in Bishkek seem to be redistributing rather than disappearing. Do you feel the city is becoming more fragmented by district, with Osh Bazaar doing one thing and Erkindik another, or is that just the usual complaint every growing city makes?
