Are the districts of Jaipur pulling apart?

Crowds in Jaipur seem to be redistributing rather than disappearing. Do you feel the city is becoming more fragmented by district, with C-Scheme doing one thing and Raja Park another, or is that just the usual complaint every growing city makes?
